Well, I've got an almost five year old around here who is just crazy about dinosaurs, which means that we will be having a dinosaur birthday party at our house in just about a month.
I'm trying not to go totally overboard, because honestly my 5 year old doesn't care at all about the plates matching the cups and the napkins, but I do love to party plan, so you know I've got a dinosaur party Pinterest board going. Here are some of my favorite ideas so far:
The invitations. I found these on Etsy after an exhaustive search for cute modern fun invitions that didn't cost an arm and a leg, that I didn't have to print myself, and that didn't promise everyone a "Dino-Mite" good time or a fossil dig. Nichole even altered the invite to match the colors I want to use at the party (orange and blue).
(I'll mail out-of-town guests their invites with some dinosaur stamps I bought on Ebay.)
The banner. I bet I could make one of these pretty easily, but I don't know. By the time I order supplies and find the time to make one, ordering this adorable one seems like it might be easier.
I also love the idea for these dinosaur footprints from Desert Parties. I'm thinking some of these leading up to our house and a big inflatable T Rex in our front yard would be pretty cute.
The cups, plates, and napkins from Meri Meri are pretty cute, but I think I might mix in some plain solid colored ones from Target just to save costs on something that's just going to get thrown out anyway.
Meri Meri also makes really cute favor bags, although I'm not entirely sure how I feel about party favor bags. I usually throw all the stuff out when I get home and lament the waste. If I change my mind and do favors, I think I'll just give everyone one or two small plastic dinosaurs and a package of gummy dinos.
My son LOVES pinatas, though, and I think we can all agree that this T Rex pinata is an absolute must.
There are a ton of cute dinosaur food ideas out there. My favorites are these dinosaur cheese sandwiches (cut them out with a cookie cutter and make the spikes from chips) from Lisa Storms.
the dinosaur watermelon head from watermelon.org,
And the cake topper that is motion activited so a dinosaur head jumps out over and over again.
Melon, cheese sandwiches, and cake sounds about right to me. Maybe I'll punch some cheese pizza into dinosaur shapes as well, throw a veggie tray out there with some ranch, and call it good.

This stuff is all so great! I may need to bookmark this post for the upcoming birthdays around here.

Banners and Garlands are the EASIEST things to make. Seriously. Ones like the one you featured especially so, since they just involve threading ribbon. I say go for it.
While I know you have things planned out, the party packages from One Charming Party are awesome because they come with all the pdfs and instructions http://shop.onecharmingparty.com/product/dinosaur-party
In fact, there are probably decorations in that package! Not a paid comment, I just like their style and parties.
